Indiana’s home health care providers work in a complex and often uncertain environment. Medicaid spending has grown significantly, leading to repeated efforts at reform. In early 2026, House Bill 1277 proposed major changes to the Pathways for Aging program, the state’s managed long-term care system. The bill sought to move certain long-stay nursing home residents back to traditional fee-for-service Medicaid, impose individual cost limits on some home- and community-based services, and expand access to lower-cost options such as assisted living.
Family and Social Services Administration Secretary Mitch Roob expressed skepticism about the projected savings. “If I believed that this bill would result in savings, I would take them,” he told lawmakers. “Our actuaries have looked at it, and we don’t see the savings.” He warned that the changes might simply shift costs rather than reduce them, potentially destabilizing the broader managed care structure. Providers echoed similar concerns about administrative burdens, payment delays, and the risk that reforms could make it harder to deliver consistent care to Hoosiers who need it most.
This is the challenging backdrop against which Curtrina Holloway has built her agency. With over 20 years of experience as a medical professional, Holloway founded T&N Prestigious Care and Compassion Services (operating as T&N Prestigious Care Home Health Agency) five years ago. Her motivation was deeply personal.
“The motivation for starting my business was my grandmother,” Curtrina reveals. “Four years ago, as she started aging, I noticed how she was forgetting things she’d normally do. It came to a point where she’d no longer bathe, pay bills, take her meds, etc. The nursing home was not an option, so I had to do something that would allow me the freedom to be home with her. This is how and why the company was established.”
“Nobody really wants to go to a nursing home,” she adds.
That conviction remains at the heart of T&N’s mission: providing exceptional, responsive in-home care that helps clients maintain dignity, independence, and a sense of normalcy.
Based at 1220 Waterway Boulevard, Suite H179, Indianapolis, IN 46202, the agency delivers both non-medical personal care services (PSA) and is preparing for skilled home health services. Holloway deliberately keeps the two sides on separate tax IDs to strengthen compliance and reduce audit risks in Indiana’s regulated environment.
Operating in a Time of Indiana Medicaid Uncertainty
Like many Indiana providers, Holloway has felt the effects of ongoing Medicaid adjustments, including reductions in attendant care hours and the push toward skilled services. Provisional licenses come with delays, and the upcoming Medicare enrollment requirement adds further pressure. “We’re still in our provisional range now,” she explains. “We are authorized to do things, but however, we can’t bill because the Medicare portion has to be done in July.” She plans to request her survey around mid-May, aiming to be ready when her provisional license expires in June. “We already got all our policies and procedures. We’re ready to go. We’re at the mercy of the state,” she notes.
Holloway sees some rationale behind cost-control efforts — “It kind of makes sense what they’re doing, because it’s a lot of people out here not doing the right thing” — but she also feels the human cost. “It’s really rough what they’re doing, because the people that really need help, they have dropped their hours down dramatically.”
Revolutionizing Operations with ShiftCare
As the agency grew, administrative demands increased. The turning point came when T&N adopted ShiftCare. The platform has streamlined scheduling, reduced errors, and freed up significant time. “I’m so grateful for this system. It’s saved us millions of minutes,” Curtrina states.
Holloway, who describes herself as a “creature of habit,” values the platform’s intuitive design. “ShiftCare is a really good system for me. I was actually one of the first people in Indiana to even take that… I got a lot of hands-on experience with some of the developers.” She appreciates its straightforward navigation: “The best thing about ShiftCare is the way the system navigates… it’s easy to just navigate, period… unlike Sandata and some of these other ones I’ve seen.”
The EVV dashboard has become essential for daily oversight. “I use the EVV dashboard every day… you get to see everybody at once on the dashboard. Versus having to individually do it individually. That would be a disaster.” This visibility helps her stay on top of billing and compliance. “I don’t get a problem with billing… because I will fix them immediately. The EVV dashboard helps me see exactly where I need to give my attention.”
Communication has also improved. “It’s great because you can’t clock in if you’re not there. That makes me feel a lot better because if a client disputes a session, the system shows the truth,” she shares. “That’s the one thing I love about Shift Care. It’s just so easy for me to navigate… I can now message my team in one group chat.” In an industry where small gaps can have big consequences, these features build transparency and trust.
Holloway acknowledges the realities of ownership. “These are some headaches,” she says. Yet the efficiencies gained allow her to focus more on what matters most.
The Heart of Care
For Curtrina, technology is valuable only insofar as it supports genuine human connection. “My most favorable part of this job is the smiles and gratitude you get from clients when they actually see that someone cares,” she explains. “Also, to know that there is one less person struggling to get the day-to-day necessary things done in their life. For me, it is all about satisfying the client and meeting their needs, helping them to feel as human and as close to their norm as possible.”
Future Growth and Expansion
Looking ahead, Holloway has clear ambitions. “My expectation for the future is to grow to the point of opening another location and cross over into other states,” she shares. She specifically plans expansion into Ohio, Illinois, and Kentucky, with ShiftCare as a consistent platform to manage operations across borders. Additional goals include opening group homes and family care homes. “We will grow and spread our love as much and far as possible.”
She is optimistic about the trajectory. “It’s definitely going to explode. Because of ShiftCare we have a fair chance to actually take on more clients and serve them better.”
In a Medicaid environment marked by debate over costs, access, and quality, agencies like T&N Prestigious Care illustrate how thoughtful use of technology can help providers navigate challenges while keeping compassion at the center. By reducing administrative friction, ShiftCare allows Holloway and her team to focus on the relational work that defines good care — the smiles, the gratitude, and the quiet difference made in clients’ daily lives.
If you are a family in Indianapolis or across Indiana seeking reliable home health or personal care services, or a provider exploring solutions for EVV compliance billing, and scalable growth amid Medicaid changes, T&N Prestigious Care offers a grounded example of what is possible.
